The problem with this research lies in the lack of a scale for administrative behavior based on the variables of academic specialization and field experience in sports club management. In the second chapter, the researcher used a descriptive survey approach. The research sample, which was intentionally selected from club presidents in Karbala Governorate across various sports, totaling (12) individuals representing (12) clubs in the governorate, was then examined. The scope of the scale was identified, and its phrases were formulated and defined through expert consultation. The researcher conducted a factor analysis using a two-sample method, using the statistical package (SPSS). This statistical procedure resulted in obtaining four factors that were interpreted for the phrases that comprise them. Thus, the scale finally included (20) phrases that included three domains: (personal domain, social domain, and professional domain). As for the conclusions, it was noted through measuring administrative behavior that there is a weakness in the personal, social, or professional domain among the heads of Karbala clubs in managing sports clubs in general, and the emergence of different viewpoints regarding the administrative behavior of heads of sports clubs according to the region in the personal, social, and professional domains.
