This research aims to identify the job stability level among physical education teachers in Kirkuk City by developing a suitable scientific scale with appropriate psychometric properties to measure this variable. To achieve this, the researchers adopted the descriptive survey method, as it is the most suitable for the nature and objectives of the research. The research population consisted of (548) physical education teachers in Kirkuk City. The research sample was randomly selected using a lottery method, with a total sample size of (260) teachers, distributed into a construction sample of (140) teachers. The study sample consisted of 100 teachers, in addition to a pilot sample of 20 teachers. The researchers based the job retention scale on relevant literature and previous studies, as well as expert opinions. The scale items were then subjected to a series of scientific procedures to verify their validity, including validity, reliability, discriminatory power, and internal consistency. This led to the final version of the scale, its application to the main research sample, and subsequent statistical analysis of the data using appropriate methods. The results showed that physical education teachers in Kirkuk possess a good level of job retention. The researchers recommend that educational institutions focus on strengthening factors that contribute to increased job retention by providing a supportive and stable work environment that enhances teachers' educational and professional performance.
