The role of operational management in developing the efficiency of administrative performance in some sports clubs in Iraq

Abstract

This research aimed to identify the operational management requirements for achieving administrative efficiency in some Iraqi sports clubs. The descriptive approach was used due to its suitability for the nature of this study. The research population consisted of employees in the sports activity management departments of ten Iraqi sports clubs. A random sample of 200 individuals was selected from the executive management and administrative bodies of the sports activities departments of the following clubs: Al-Shorta Sports Club, Al-Quwa Al-Jawiya (Air Force Club), Al-Zawraa Club, Al-Talaba (Student Club), Al-Jaish (Army Club), Al-Naft (Oil Club), Al-Kahraba (Electricity Club), Amanat Baghdad (Baghdad Municipality), Al-Sinaa (Industry Club), and Naft Al-Wasat (Oil Club). The aim was to observe the administrative role in developing performance efficiency in sports clubs. The sample was randomly selected and divided into 40 individuals for the pilot study and 160 individuals for the main study. A questionnaire was used to assess the awareness of employees in the sports activity management departments of the Standard Operating Procedures (SOPs). The questionnaire included five axes: (Planning and administrative organization of sports activities, leadership and administrative supervision, application of SOPs, administrative monitoring and evaluation systems, and institutional efficiency and administrative excellence). The most important findings were a lack of clarity regarding the planning and administrative organization policies for sports activities among employees in the sports activity management departments, and the need to define these policies. The administrative responsibilities of employees are clearly defined, which leads to overlapping authorities and negatively affects the work. There is a need for clear mechanisms to measure employee performance in a way that helps develop the work. There is encouragement from leaders for employees to innovate in implementing plans, in addition to always motivating them to achieve goals, along with emphasizing the culture of teamwork.
