The research population consisted of all faculty members working in colleges of physical education and sports sciences at the following universities in Baghdad: the University of Baghdad (Al-Jadriya), Al-Mustansiriya University, and the Iraqi University (Al-Waziriya). The total number of faculty members in the research population was 656. To ensure the clarity of the scale items and conduct its initial procedures, a preliminary sample of (220) faculty members was allocated, while the remaining (275) faculty members were selected for the final application of the scale. The recommendations included strengthening training and development programs that enhance the capabilities of leaders and employees in anticipating opportunities and fostering innovation, thereby contributing to institutional excellence and achieving sustainable development. Other recommendations included adopting more flexible administrative policies that encourage active employee participation in planning and decision-making processes, thereby strengthening the sense of responsibility and organizational belonging; developing mechanisms for investing human, material, and technological resources according to modern scientific principles that ensure the highest levels of efficiency and effectiveness; providing an organizational environment that supports continuous development while maintaining the stability of core systems and procedures to achieve a balance between the requirements of change and the requirements of continuity; and conducting future studies that address the studied variable and its relationship to other administrative variables such as strategic leadership, organizational agility, and institutional excellence, with the aim of expanding the scientific knowledge base in the field of sports and administrative management..
