This research aims to contribute to understanding the current state of technical supervision and to establish standards for professional development, thereby enhancing the professional performance of those involved in sports activities. The study seeks to evaluate the professional and organizational performance levels of technical supervisors from the perspective of physical education teachers in Baghdad’s education directorates, given the central importance of this evaluation to sports activities, the achievement of educational goals, and the professional growth of the supervisors themselves. The research problem stems from the researcher's observation of apparent disparities in professional and organizational performance among supervisors—specifically weaknesses in planning—which have negatively impacted the execution of sports activities and events. To objectively examine this issue, the researcher developed a scale to evaluate the professional and organizational performance of technical supervisors. This process adhered to standard scale-construction protocols, including defining dimensions, drafting items, validating the instrument through an expert panel, and conducting field testing with a sample of 96 physical education teachers. The results indicate a high level of professional and organizational performance, reflecting a strong level of competence in executing the technical, administrative, and organizational tasks associated with their roles. ...and the existence of differences between male and female supervisors—favoring the female supervisors—as well as differences favoring those with greater experience compared to those with less experience.
