The Role of Executive Administrative Requirements in Implementing the Asian Licensing Law for Clubs Participating in the Iraqi Premier League from the Perspective of Members of the Administrative Bodies

Abstract

This study aimed to explore the challenges related to executive administrative requirements that hinder the implementation of the Asian Licensing Law from the perspective of members of the administrative body, and to determine the extent to which members of the administrative bodies of clubs are aware of meeting the executive administrative requirements for implementing the Asian Licensing Law. The research community and sample for the current study were determined to be (100) administrative body members, representing (10) sports clubs. The number of valid questionnaires returned for the study was (100), representing (100%) of the research community. The (Strategic Planning Scale According to the Asian Licensing System) by researcher Hassan Talal Khalaf (2018) was used, and it consisted of 10 statements applied to the Iraqi environment. Based on the responses of the respondents, the researchers concluded that members of the administrative bodies of clubs participating in the Iraqi Premier League should possess accumulated experience and be highly competent, enabling them to formulate future plans for club development in accordance with the standards set forth in the Asian license, meet executive administrative requirements, and achieve financial independence. The researchers recommended the establishment of development programs that work to achieve the club's goals within the executive administrative requirements. They also recommended the need for high-level coordination with the Iraqi Football Association to ensure the implementation of unified development programs and the provision of financial allocations to improve and develop infrastructure within the requirements of the Asian license.
